PEP tank alarm? Contact the City first
Some Palm Coast homes use a Pretreatment Effluent Pumping (PEP) system. The City owns and operates these systems. For a red PEP alarm light or audible alarm, the City's guidance directs residents to Customer Service rather than a private plumber and asks them to reduce water use until the issue is corrected.

What to tell a Palm Coast plumber
Leaks, toilets and faucets
Describe where you see water, when it appears and which fixtures are affected. Include visible damage and any previous repair. For a toilet, faucet or sink replacement, say whether you already have the fixture and whether the location will change. A photo can help explain the location, but does not establish the cause.
Drain and sewer problems
Explain whether one fixture or several are affected, how long the problem has lasted and whether it has happened before. Tell the plumber about previous clearing attempts and products used.
Water heaters
Provide the existing unit's model, approximate age, capacity and fuel type if known. Describe access to it and whether you want a repair, replacement or a different type of system.
Drain cleaning or sewer line repair: clarify the scope
Ask whether the proposed work clears an existing blockage, repairs a damaged section, or installs or replaces a line. These are different scopes. A recurring backup alone does not tell you which work is needed; ask the plumber to explain the findings supporting the recommendation and whether further inspection is included.
- Which section of pipe will be inspected or worked on, and how will it be accessed?
- Before authorizing work, has responsibility for that section been confirmed with the utility where necessary?
- Does the estimate include excavation, debris removal and restoration of affected paving or landscaping?
- What findings would change the price, and will extra work need your written approval?

Compare plumbing costs using the same scope
- Is the visit or diagnostic fee separate from the repair price?
- Which equipment, parts, labor and disposal are included?
- For a water heater, are the model, capacity, fuel type, installation work and removal of the old unit specified?
- If access requires opening a wall or floor, who restores it?
- What happens if the plumber discovers additional work?
- Who handles permits, inspections and warranty questions?
A drain-clearing price cannot be compared directly with a sewer replacement estimate. Likewise, a water heater repair and a new installation need different scopes. Ask for written inclusions and exclusions instead of choosing by the lowest headline price.
